The photographer's original notes read '[illegible word] of Waste Grouse Moorlands. Kinder Scout Fat Sheep for Food Control' and 'Passed by Censor on Mar 10/43.'
Despite this the location is nowhere near Kinder Scout but on the east side of the Derwent Valley, just above the Derwent Dam. The curved stone bridge (or more accurately viaduct) takes the road running up this side of the valley towards Howden over Hollin Clough and was part of the diversionary route necessitated by the construction of Derwent and Howden Reservoirs in the early 20th century. This view is looking north.
The photographer - who operated freelance for the local (Sheffield) press - sometimes used photos from his stock to make a story and this may be a case in point. Although the war-time censor's pass date is March 1943, reference to the similar PTPD300047 reveals the photo was most likely taken when the sheep were gathered in from the moorlands at the end of summer, thus making 1942 a more plausible date, particularly as (allowing for some evergreens) the vegetation here looks to be verdant.
