The 'COs' placard at the foot of this image initially led the group to be identified as 'Commissioned Officers' but Picture the Past website contributors Rebecca Banks and Cyril Pearce have suggested it actually refers to 'Conscientious Objectors'. The civilian dress, serious expressions and flanking soldiers would seem to make this very likely, while the newspapers being presented to the camera, although not legible on the original, could well be copies of The Tribunal, a paper published by the Non-Conscription Fellowship.
